Abstract:

Parking policies become one of the prominent measures of ‘Travel Demand Management’ strategy, as they immensely influence private car usage, and as they represent a crucial link between transportation and land use disciplines. The parking policies have noticeable impacts on mode choice, travel route, and many other urban mobility characteristics, especially those related to land policy. Before, parking policies were concerned about satisfying demand, which leaded to a rise in car use. However, recently, parking policies are more focused on managing the existing supply in more effective way.
The focus on European case shows that, often, parking policies are reoriented around social and environmental values. Also, the policies are intended to contribute to Europe’s ambitious goal concerning congestion and greenhouse gas reduction, and public transit enhancement. This article discussed European parking policy measures, and concluded lessons and guidelines to be respected, and mistakes to be avoided.
