The ‘Congestion Pricing’ policy is one of the best and reliable ‘Travel Demand Management’ measures. The scheme is widely popular, and it was implemented in many cities around the world.
This article discusses the congestion pricing scheme while considering European cities as case study to analyze the policy’s effects and instruments. For the study, a comparative analysis was conducted between some of the first European cities to adopt the policy: Milan, London and Rome.
The analysis showed that Milan has the most reliable congestion charge, and while London scheme is one of the famous schemes around the world, it is very simple and supposes a city with limited CBD area and low car ownership rate. Rome scheme though, is getting stronger with the new proposed updates.
